S60 5th Edition SDK for Symbian OS is also available..........The SDK includes the all key resources needed for application development (documentation, API reference, examples, and an emulator. Rest of the info you can get from the link given below.

Could you tell me which programming language would one needs to be proficient in in order to create those apps?

Recently Nokia came up with App Designer of some sort, and you could create flash based apps on the fly.

Dude its all given in the link provided by me, The language one should know is C++ and JavaScript..........
