int fa0/1-2
switchport  port-security maximum 2 vlan 123
 

is this cmd is allow maxmium  2 mac address can access this port

 

is this means that on this ports only 2 mac address will allow 1 after 1 for this vlan 123

and what if i am not given vlan 123 cmd

yes, it is for specific vlan if u enter vlan x; otherwise is the "Maximum number of secure MAC addresses for the interface" which i guess it means or any vlans.

interesting part is

You can override the maximum number of secure MAC addresses for the port for a specific VLAN or VLANs by entering the switchport port-security maximum maximum vlan vlan | vlan-list command.
