If it is a USB issue, you can share the USB port over the network by the software "USB over network"

You should be able to share the printer by right clicking it and allowing the sharing option from within properties. One all other workstations, choose Start -> Run, \\name_of_computer_sharing_printer and you should now see the shared printer. Only catch is that you'll have to install the print drivers on all workstations access the shared printer.

If you are not using a network, this means he will need a USB switch or a LPT switch to share printers and scanners between more than 1 PC, and there is no need for special settings on PC side

The "not networked" was actually in reference to the printer/scanner being directly attached to the computer (that's my interpretation from what I read).

He may mean a local printer/scanner not a network type printer/scanner and also with no network cables at all
Let's wait for the topic creator's response , he mentioned it is urgent but there is not replies from him yet.
So we have to wait instead of judging ourselves

PS: He has mentioned "not network" not as you mentioned "not networked" , these are different in meaning

You have two options:

1. (No network card) Buy the USB Switch hardware to switch between connection and some extra USB cables , here you will need just one USB switch for 4 computers which is about 10$ and 4 cables will cost you about 20$ , totally 30$

2. (with network card) Otherwise if you want to share the USB ports you have to buy network cards to use the "network over USB" software ( I think the software (server part) is also should be bought, here you will need to have 4 network cards if you want to share between 4 computers each of which 10$ you will need to spend about 50-70$ including the cables and with buying the software itself it will be more than 150$

So I think the first option is better in financial issues
