Wow! thats a really difficult one where people are used to printing what they want. Try to remove locally attached printers first! when people have to leave their desk they are less inclined to print.

Remove low yield printers and replace them with something like a xerox WorkCentre 5765/5775/5790 which are high yield, high speed devices and you could service an entire floor or circa 100 employees with one device.

These things do fax/print/copy/email and many other functions, restrict colour printing as its very high cost. Enable cost centre based charging to stop abuse, one person will always print crap or their daughters thesis etc and this will be a major cost factor.

Negotiate fixed price servicing and consumables so you can present a cost based analysis for the lifetime of the printer, be careful of fixed cost per page contracts they can work out to be very costly.

You need to look at how many people you have, where the heavy users are. If your printing is server based run some auditing there are lots of free tools to do this.

Without collecting some usage stats you cannot really progress
