How To Access Iis By Local User

Hi friends,

In my office the users are developing projects using .Net, while they debug their code an error is thrown upon saying the the user dont have rights to access the web server. Especially when they use .ASP, I have enabled IIS in the local machine itself but even then debugging of codes works fine only when I log on as administrator. So the users ask for administrator rights. All the users are powerusers.

But my company policy states that I should not give any user, administrator rights. So please tell me a suggestion to access IIS by logging as local user or as a domainuser.
